Built line by line from dated sources: about EUR 1,430-2,040 a month for one person, EUR 2,040-2,920 for a couple and EUR 1,965-3,190 for a family of four before rent. Where the sources disagree and what rent does to the total.
Most "cost of living in France" pages give one number and no working. This article builds the monthly budget line by line. Every sourced line carries its source and date, the lines we could not source are labelled as our assumptions, and the totals are our own sums, not statistics. Amounts are in euros and mostly 2026 data. It is general information, not financial or tax advice.
The price level in one paragraph
A third-party page citing preliminary 2025 Eurostat data puts France's household price level at about 110 with the EU at 100, housing and utilities at 120.7 and restaurants and hotels at 116.0. A Bulgarian statistics office table of a different Eurostat flash indicator lists France at 101, so treat the exact level with caution. For comparison, the same office's summary of Eurostat's 2025 release puts Poland at 73% of the EU average, which would make France about 1.5 times Poland on this measure (our arithmetic, 110.3 divided by 73). A guide using Numbeo data of 2 March 2026 gives about 931 euros a month for one person excluding rent in France and about 712 in Spain. Numbeo is crowd-sourced.
Rent decides the budget
Average rent for a two-room flat in July 2026 (123 Loger, from its PDF; the text extraction makes some city-price pairs approximate): Paris 1,602, Nice 1,119, Lyon 965, Bordeaux 869, Marseille 835, Toulouse 767. The October 2026 edition quotes Paris at 1,751, so do not read the July figure as exact. Paris costs about 2.1 times Toulouse for the same flat (1,602 divided by 767). Per square metre, SeLoger lists Paris 38, Nice 23, Lyon 21, Bordeaux 21, Rennes 18 and Toulouse 16 (the page is undated). Another ranking gives lower medians and mixes sources, so we do not use it. We found no sourced average for Brittany, Normandy or rural France: check local listings before assuming they are cheaper.
Lines we could source
- Electricity: the regulated tariff, Base option 6 kVA, is about 0.2001 euros per kWh including tax plus about 190 euros a year for the subscription (Selectra, citing the CRE deliberation of 14 January 2026). Selectra's pages disagree on whether a rise applied on 1 August or 1 September 2026, so check the current tariff. For a flat using 3,000 kWh a year, our assumption: 3,000 x 0.2001 + 190.32 = about 791 euros a year, about 66 a month. Selectra's reference household (6,000 kWh) pays about 1,391 a year, about 116 a month.
- Internet and mobile: about 30 and 19 euros a month (Numbeo through a third-party guide, March 2026), so 49 for one person.
- Transport: the all-zones Navigo pass is 90.80 euros a month in 2026 (45.40 reduced). A rise to 93.40 is planned for 2027 and not final. Increases are reported to be capped at inflation plus 1%. We use the Paris pass as a conservative reference everywhere because we found no sourced regional price.
- Health: the public system covers people living in France and most residents add a "mutuelle" top-up policy. A comparator found about 57 euros a month for an employee under 35 and 232 for a couple with two children aged 36-55 (March 2026). DREES averages quoted by MoneyVox, year not given, are 62 for an individual, 106-121 for a couple and 137-183 for a couple with two children. One guide reports premiums up 19% in 2025 and, despite a legal freeze in the 2026 social-security law, an average rise near 4.5%. We did not research waiting periods for the public system.
- Childcare: crèche fees follow the CAF scale, unchanged in 2026 (income floor 814.62 and ceiling 8,500 euros a month). One commune publishes an hourly rate of 0.0516% of income for two children and sources disagree on exact rates, so use the CAF simulator. At 3,000 euros net a month, 9 hours a day and 20 days: 3,000 x 0.000516 x 180 = 278.64 a month. At 6,000 euros, our assumption: about 557. School canteen in the same commune: 1.81 to 6.70 euros a meal. We found no national average.
Monthly budgets from those lines
Groceries are the weakest line: budget blogs give 250-400 for one person, about 530 for a couple and 500-700 for a family of four, attributing them to INSEE without a publication. The family range looks low next to the couple figure. "Other" means eating out, leisure and clothing and is our assumption.
One person, modest (a Toulouse-type city):
- Rent 767, electricity 66, internet and mobile 49, groceries 250, transport 91, mutuelle 57, other 150.
- Sum: 767 + 66 + 49 + 250 + 91 + 57 + 150 = 1,430.
One person, comfortable (a Lyon-type city):
- Rent 965, electricity 66, internet and mobile 49, groceries 400, transport 91, mutuelle 70, other 400.
- Sum: 965 + 66 + 49 + 400 + 91 + 70 + 400 = 2,041.
Couple in one two-room flat, modest:
- Rent 767, electricity 83 (4,000 kWh, our assumption), internet and two phones 69, groceries 530, transport 182, mutuelle 106, other 300.
- Sum: 767 + 83 + 69 + 530 + 182 + 106 + 300 = 2,037.
Couple, comfortable:
- Rent 965, electricity 83, internet and phones 69, groceries 800 (twice the single range, our scaling), transport 182, mutuelle 121, other 700.
- Sum: 965 + 83 + 69 + 800 + 182 + 121 + 700 = 2,920.
Family of four, before rent, modest:
- Electricity 116, internet and phones 69, groceries 700, transport for two adults 182, mutuelle 183, crèche for one child 279, canteen for the other 36 (20 meals at 1.81), other 400.
- Sum: 116 + 69 + 700 + 182 + 183 + 279 + 36 + 400 = 1,965.
Family of four, before rent, comfortable:
- Electricity 116, internet and phones 69, groceries 1,000 (about 250 a person, our assumption), transport 182, mutuelle 232, crèche 557, canteen 134 (20 meals at 6.70), other 900.
- Sum: 116 + 69 + 1,000 + 182 + 232 + 557 + 134 + 900 = 3,190.
A family needs three or four rooms and we found no sourced rent for that. As an indication only, 80 square metres at the undated SeLoger rates is about 1,280 in Toulouse, 1,680 in Lyon and 3,040 in Paris (our multiplication), which would bring the family totals to about 3,245 and 4,870 outside Paris.
Cross-checks: Numbeo data of March 2026 gives 931 for one person and about 3,354 for a family of four, both excluding rent. Our single lines without rent come to 663 and 1,076, and our comfortable family line is close to Numbeo. A budget guide that is not based on Numbeo estimates 1,200-1,500 for one person in a regional city including rent, over 1,800 in Paris, and 3,500-4,500 for a family.
What surprises people
- The city moves the budget more than the lifestyle: Paris is about 2.1 times Toulouse on rent for the same flat.
- Housing and restaurants are above the EU average on the Eurostat figures above.
- Childcare scales with income, so the same crèche can cost about 280 or 560 a month in our examples.
- Mutuelle premiums rise with age and household size, and they have been rising.
One-off and hidden costs
- Residence permit for non-EU citizens: since 1 May 2026 a first issue costs 350 euros in total, renewal 250 and some purposes 150 (service-public). Sources split the 350 differently between the tax stamp and the OFII tax. The stamp is bought online and is not refunded if the application is refused. EU and EEA citizens generally need no residence permit; confirm your case.
- Not researched: car and car insurance, private or international school fees, moving costs, and notary or agency fees.
If you own property in France
Running costs come on top of this budget. In our France yield article, press summaries of tax-authority data put the average property tax (taxe foncière) at about 1,070 euros in 2026, and a surcharge on second homes applied in 1,666 of 3,689 eligible communes. See annual property tax and bills for owners abroad, utilities and community fees, home insurance for owners abroad, healthcare for EU residents abroad and schools and education when relocating. FAQ
How much do I need a month to live in France? On our sums, one person needs about 1,430-2,041 euros including rent in a mid-size city, a couple 2,037-2,920, and a family of four 1,965-3,190 before rent. Paris adds roughly 640-835 euros a month for a two-room flat compared with Lyon or Toulouse (1,602 minus 965, and minus 767).
Is France more expensive than Spain or Poland? One Numbeo-based guide puts a single person's non-rent spending at about 931 euros in France and about 712 in Spain (March 2026). On the preliminary Eurostat 2025 levels above, France is about 1.5 times Poland. The methods differ, so read both as a direction, not a precise ratio.
Can I trust these totals? They are our sums of sourced lines plus labelled assumptions. Use them as a starting range, then check local rents and your own insurance quotes.
What this means for a buyer or resident
- Fix the rent of your target city first: it is the largest and most variable line.
- Add health insurance and, with children, childcare and canteen costs early; they depend on age and income.
- Check the current regulated electricity tariff before you budget heating.
- If you buy, add property tax and charges to the monthly figure.
- Treat blog figures for groceries as rough and replace them with your own shopping habits.
