A purchase does not automatically give residence, tax residency, the right to work or citizenship. What it can give above $150,000, the taxes on rent and sale, the steps from keys to permit, and a district map for people who plan to live there.
In brief
Buying a flat in Georgia gives you ownership, nothing more by itself: no residence permit, no tax residency, no right to work and no path to citizenship. A temporary residence permit becomes possible when the market value of your property exceeds $150,000 (the rule changed from $100,000 on 1 March 2026), is confirmed by a certified appraiser and the property is not agricultural land. The permit covers the owner, the spouse and the children, is renewed every year and ends when the ownership ends. Status checked on 31 October 2026.
What a purchase does and does not give
People who move from Russia, Belarus, Kazakhstan, Ukraine or the EU often expect that a purchase "solves" residence. In Georgia it does not, and four questions have to be separated:
- Ownership: yes, once the title is registered at the Public Registry (NAPR). See the first article of this pair, how to buy as a citizen of Russia, Belarus, Kazakhstan or Ukraine.
- Residence permit: possible, but only above the value threshold and only through a separate application.
- Tax residency: determined by days spent in the country, not by owning property. See tax residency and the 183-day rule.
- Right to work and citizenship: neither follows from the purchase. Visa-free stay does not allow work, and citizenship is a separate procedure that the sources we read do not link to property ownership.
Permanent residence is a different procedure again. The sources we found disagree on its terms, so confirm the current rules with the Public Service Development Agency (SDA) before making plans that rely on it.
Residence permit through property: the rules in 2026
The consolidated Law on the Legal Status of Aliens on the legislative portal matsne.gov.ge sets, from 1 March 2026, a market value exceeding $150,000 in lari equivalent for the property route. Some copies of the text still show $100,000, probably because consolidation lags, and agents' pages also quote the old figure. The wording is "exceeding", so a flat priced at exactly $150,000 does not qualify.
What the rules include, according to the law text and the SDA page:
- The value is confirmed by a certified appraiser accredited by the national accreditation centre. An agent's estimate or the purchase price alone is not enough.
- The permit can be based on one property or on several whose combined market value passes the threshold.
- Agricultural land does not count.
- The permit covers the owner, the spouse and the children.
- It is temporary, issued for one year according to the sources we read, and renewed each year while the ownership continues. It ends if you sell.
- People who obtained a permit on the basis of $100,000 before 1 March 2026 keep their status, according to the reporting we found.
There is a separate investment permit with a $300,000 threshold, in Georgian real estate or in a Georgian business. One agent's page says that a purchase from $300,000 gives a five-year permit; other sources describe only a one-year temporary permit for the property route. Treat the five-year claim as unconfirmed.
Russian citizens apply on the general terms. One guide says that the Ministry of Internal Affairs usually decides within about 30 days; take this as an estimate, not a deadline. For the complete list of documents and the comparison with the digital-nomad route, see the guide on the residence permit through property and the digital nomad visa.
Taxes: rent, property and sale
Three taxes matter to a Russian-speaking owner. The rates below come from tax-adviser and agent pages, not from the Revenue Service, so check them on rs.ge before you sign a lease.
- Rental income. Individual residents who rent out a home are reported to pay a flat 5% on gross rent. Commercial premises are taxed differently. We did not find whether the 5% applies to non-residents, so ask an adviser before you register as a landlord.
- Property tax. The sources disagree. One 2026 summary says property other than land is exempt if the family income of the previous year does not exceed 40,000 lari, with rates of 0.05 to 0.2% for middle incomes and 0.8 to 1% above; another says the threshold rose to 100,000 lari from 30 September 2026. Neither is confirmed on rs.ge or in the Tax Code.
- Capital gains on sale. The rules depend on how long you owned the property and whether it was your home; the details and examples are in capital gains tax on sale in Georgia.
Short-term rentals add licensing and tourism rules on top: see short-term rental rules in Georgia.
One review says that income from foreign sources of a Georgian tax resident is not taxed in Georgia. This is a territorial system, but it is described in only one source we read, and your home country may tax your worldwide income regardless. The question "where am I a tax resident" belongs with a tax adviser in the country where you are registered, not with a property agent.
From keys to permit: the order of work
A realistic order, with the dates a buyer can control:
- Before the deal. Open the bank account and check the title (see the first article). If the permit matters, buy only a property whose appraised market value will be clearly above $150,000, not one at the edge.
- After registration. Take the NAPR extract and order the appraisal from a certified appraiser. The appraiser's report is what the SDA will read.
- Application. Submit the application with the passport, the extract, the appraisal report and the supporting documents through the SDA or the Public Service Hall. The SDA page and a lawyer will list the current form.
- Waiting. Plan for several weeks, not days, and do not leave the country on dates that conflict with an appointment unless the lawyer says it is safe.
- Renewal. Put the renewal date in your calendar; the permit is yearly and the ownership must continue.
If the purchase was made with a mortgage, the bank is usually the first registered claimant; ask the lawyer whether that affects the appraised value shown in the report.
Where Russian speakers actually live: Tbilisi
We did not find reliable statistics on which districts have the most Russian speakers, and we do not invent them. What can be said is which districts are the most popular among foreign buyers and what they cost. The prices below are GeoStat data for new-build flats in the first quarter of 2026, converted at 2.62 lari per dollar; the second-quarter district table was not found.
- Mtatsminda, the historic centre: 6,814 lari per square metre, about $2,601. Old buildings, steep streets, good cafes, parking is poor.
- Vake: 5,958 lari, about $2,274. Green, close to the university and the parks, regarded as prestigious.
- Saburtalo: 4,333 lari, about $1,654. The most-used district for foreign buyers in the reviews we read; the Didi Dighomi area is named as a popular micro-district. Good transport and shops, mixed building quality.
- Isani, Dididube and Chugureti are described as calmer residential areas with basic infrastructure, often cheaper.
For Tbilisi as a whole the sources give about $1,372 to $1,426 per square metre (GBC, July 2026), a rent of about $10.1 per square metre per month and a gross yield of about 8.1%, which is our arithmetic; with one empty month a year and 10% management it falls to about 6.7%. District detail and the coastal option are in the best areas to buy property in Georgia, and what a given budget can buy is in what you can buy in Georgia for $50,000 to $250,000.
Batumi is the coastal alternative, with a seasonal market and high new-build supply; it needs its own check of the developer and of the yield claims, because those are the numbers that vary most between agents.
Services for Russian speakers: what to check, not what to assume
We did not find verified data on Russian-language schools in Tbilisi or on the organisations of the community, and we do not list names we have not confirmed. What can be checked before you move:
- Language of instruction and the school year of the school you plan to use, and whether a place exists before you sign the purchase.
- Medical insurance: a reference summary reports that travel medical insurance is required of visitors from 1 January 2026; residents need a plan for local care, and the terms differ by insurer.
- A bank that has accepted your passport, a Georgian phone number and a registered address, because these three unlock most other services.
- A lawyer who works in Russian and also holds a Georgian licence: ask for the licence number and verify it.
General guidance on communities and services across countries is in Russian-speaking communities and services by country.
Common mistakes
- Treating a purchase as a residence permit. The permit is a separate application with its own value test.
- Buying at the edge of the threshold. An appraised value of $149,000 fails; a price that looks right in the contract may appraise lower.
- Relying on agents' pages for the rule. Some still quote $100,000. Check the law text or the SDA page.
- Assuming that one year of visa-free stay is a plan. It does not give the right to work, and the tax residency clock keeps running.
- Registering as a landlord without asking whether the 5% rate applies to you.
- Selling before the renewal: the permit ends with the ownership.
What to do if the rules change or the permit is refused
The 2026 threshold shows how fast this rule moves: less than a year ago it was $100,000. So leave a margin. Buy a property whose appraised value is clearly above the threshold, not at its edge, and before you apply re-read the current text of the law on matsne.gov.ge or the SDA page rather than an agent's summary. If the application is refused, read the written decision and the appeal deadline carefully; a migration lawyer should tell you what is fixable: missing documents, the appraisal or the legal basis. Selling or pledging the property while the permit is valid can end it, so do not dispose of it without asking the lawyer. Keep copies of every document and receipt you submit: they matter at renewal and in disputes.
Four scenarios with numbers
These are arithmetic examples built on the rules above, not real cases.
- A flat bought for $160,000 and appraised at $148,000. The test is the appraised market value, not the price you paid, so it falls below the threshold and does not support a permit. The same flat appraised at $155,000 passes, but only by $5,000; a small change in the appraiser's method moves the result.
- Two flats, one at $80,000 and one at $85,000. The sources say several properties can be combined, so a combined appraised value of $165,000 can pass if each is appraised properly and neither is agricultural land. Ask the SDA or the lawyer to confirm how the two registry extracts are submitted.
- A flat bought for $90,000 as a place to live. It is below the permit threshold, so the owner stays on the visa-free regime and keeps an eye on the days spent in the country, because the tax residency rule counts days, not property.
- A flat let at $600 a month. If the 5% rate applies to you, tax is $30 a month, $360 a year, on gross rent of $7,200. That leaves $6,840 before management, charges and repairs. If you are a non-resident, confirm the rate first.
FAQ
Does buying property in Georgia give a residence permit? Not by itself. A temporary permit is possible when the market value of your property exceeds $150,000 and a certified appraiser confirms it.
Is the threshold $100,000 or $150,000? From 1 March 2026 the law text on matsne.gov.ge says "exceeding $150,000"; people who obtained a permit on $100,000 before that date keep their status.
Can my family be included? Yes, the spouse and children are covered by the owner's permit according to the law text and the SDA page.
Do I pay tax in Georgia if I only own a flat? Property tax rules are disputed in the sources (threshold of 40,000 or 100,000 lari of family income), and rent is reported to be taxed at 5% for residents. Ask an adviser before the first lease.
Does the permit give the right to work? No. Work needs a separate permit, and the property permit does not replace it.
