The outage of the national cadastre agency halted transactions and mortgage approvals, and Parliament extended a VAT deadline for pre-contracts.
According to Economedia, the systems of Romania's National Agency for Cadastre and Real Estate Publicity (ANCPI) had been offline since 14 July 2026 following a cyberattack, halting property transactions and some banking operations.
Real estate agents cannot obtain the land registry extracts needed to authenticate sales. Pre-contracts cannot be finalised because banks cannot complete mortgage approval, and approved bank loans risk expiring before the deals are signed. The Professional Association of Real Estate Agents (APAIR) said the prolonged blockade affects the entire transaction ecosystem, from notaries and appraisers to builders and furniture retailers. Tax and transaction revenues are also delayed.
As a response, Parliament approved extending the deadline for property purchase pre-contracts signed by 31 July 2025: they can be completed without the increased VAT until 30 September 2026.
