Price floors for foreign buyers in Uzbekistan, residence thresholds, Tashkent price levels by district, taxes and risks, with a section for Russian speakers.
Uzbekistan opened its housing market to foreign individuals in stages, and today the rules are unusual: instead of a general right to buy, foreigners from a list of countries may buy, but only above set minimum prices, and a higher price level is needed for a residence permit. The rules below are as reported by Uzbek and regional media and law firms in 2026; we could not open the legal texts on lex.uz, so we name the acts that the sources cite and tell you to verify them. Prices are listing-based. This guide is informational, covers Tashkent first and is as of October 2026.
Who can buy and at what minimum price
According to an August 2026 explainer by Kursiv Uzbekistan (it cites Cabinet of Ministers Resolution No. 384 and Presidential Decree UP-5611), foreigners from an approved list of countries (the sources give 108 to 111 countries depending on the act, so check whether yours is on it) can buy:
- New build without a residence permit. In Tashkent city, the Tashkent region and Samarkand, a minimum of 150,000 US dollars during construction or 180,000 once completed. In other regions, 70,000 and 85,000 dollars.
- Newly built means commissioned within three years. Land is excluded in all cases.
- Residence permit route. 300,000 dollars in Tashkent city and region, 200,000 in Samarkand, Bukhara, Namangan, Andijan, Fergana and Khorezm, and 100,000 in Karakalpakstan and other regions. This is the figure reported after the 2022 reduction from 400,000; older articles still quote the old number. The same source says routes cannot be combined.
Purchases within the lower, no-permit tier do not give residence. Residents and ID card holders can buy resale flats under a separate decree (No. 726) at thresholds counted in basic calculation units, and holders of the IT Visa and Vatandosh card are reported to be exempt from minimum prices. We found no separate ownership regime for the Tashkent City business district; the same regional thresholds apply, but ask the developer and the registry whether any special terms are attached to a specific project.
Process, notary and payment
Deals between individuals are formalised before a notary, and a law-firm summary says payment must be made by bank transfer from the buyer's foreign bank account to the seller's account (confirm this with the notary). That makes your bank part of the process: it will ask about the purpose and the source of funds. A cautious sequence:
- Check that your citizenship is on the list and which tier the property falls into.
- Verify the developer, the land title, the construction permit and the commissioning date.
- Check the title in the cadastre and the absence of liens through your lawyer.
- Sign before a notary, pay by bank transfer to the account named in the contract and register ownership.
Tashkent prices in 2026
Kun.uz reported, citing listings from February 2026 (and a 2025 report by the Center for Economic Research and Reforms), that new developments in Tashkent range from about 900 to 2,200 dollars per square metre.
- Mirabad, Yakkasaray and Shaykhantakhur: about 1,350 to 2,200 dollars.
- Mirzo-Ulugbek, Yunusabad and Chilanzar: about 1,300 to 1,650 dollars.
- Sergeli and Bektemir: about 900 to 1,250 dollars.
The same report says the average cost of new apartments rose by 8.8% year on year as of April 2026, and that new units cost 1.5 to 2 times more than comparable resale units in high-demand areas. These are asking prices, not registered prices, so ask for actual deal prices before relying on them. Compare with other markets in property prices per m2 by country.
Taxes
PwC and Global Property Guide summaries report that rent is taxed at 12% personal income tax, that Uzbek-source income of non-residents, including gains from selling real estate, is taxed at 12%, and that property tax is about 0.34% to 1.5% of value depending on the type (3% for buildings not completed within the regulatory period). Non-residents are said to have to calculate property tax themselves. We did not verify these figures on the tax authority site (soliq.uz), so confirm them before you model net returns. If you live in the EU, your country of residence also taxes worldwide income. See the example in tax on foreign rental income for Polish residents and rental yield by country. For Russian-speaking buyers
- Language. Russian is widely used in Tashkent in daily business, real estate and notary offices. Contracts, though, follow Uzbek law and are in Uzbek or bilingual, so ask for a certified translation.
- Community. Tashkent has a large Russian-speaking community and many Russian-language agencies. See Russian-speaking communities and services by country.
- Documents. Foreign documents typically need an apostille or legalisation and translation; see documents from Russia and the CIS for a purchase abroad.
- Banks and payments. Because payment is by bank transfer from a foreign account, source-of-funds checks matter. Payments linked to Russia may be delayed or refused by correspondent banks because of sanctions compliance. Plan for this, keep proof of income and use regulated banks. See bank checks for Russian citizens living in the EU.
Main risks
- Eligibility: wrong country list or tier, or a building that does not count as newly built.
- Developer risk and delays; unfinished buildings are taxed at a higher property tax rate.
- Quoted prices in dollars vs a currency (the som) that moves.
- Listing prices that are above or below registered prices.
- Rules that changed several times since 2019; older articles online may be outdated.
