Best Areas to Buy Property in Hungary: Cities, Neighbourhoods and Local Trade-offs in 2026

Hungary · October 28, 2026

Budapest districts from V to XII with June 2026 asking prices, the short-let bans that change the investor map, Debrecen's factory story and Lake Balaton's cooling market, with a weekday test for each area.

There is no single best place to buy in Hungary. Budapest holds most of the market, and inside it the gap between one district and the next is large: in June 2026 the median asking price in District V was about HUF 1.99 million per m2, while the median across the city was about HUF 1.34 million. What decides the choice is your use: living there, a second home, long-term rental, short stays or resale. This is general information, not legal, tax or investment advice. Every price below is an asking price from listings, not a sold price, and we have no listings in these places.

For what a given budget buys, see our Hungary budget guide. This article goes one level lower: districts and streets.

Location map

Prices are median asking prices per m2 from the Housiko district index (article of 20 June 2026, about 27,500 live listings). EUR values are our own conversion at roughly 395 HUF per EUR. They are asking prices, not KSH transaction statistics.

  • Budapest, District V (Belváros-Lipótváros). Suits capital preservation and owners who want the centre. Median ask HUF 1,985,000/m2 (about EUR 5,000), the highest in the city. Drawback: the price and tourist pressure. Insight: short-let rules here are unclear, because sources disagree (allowed, capped at about 5%, or under review). Verify with the district office before you count on holiday income.
  • Budapest, Districts VI and VII (Terézváros, Erzsébetváros). Median ask HUF 1,566,000 and 1,491,000/m2. Suits those who want the walkable, lively centre. Drawback: nightlife noise, especially around the old Jewish Quarter. Insight: District VI reportedly set rentable days to zero from 1 January 2026 under Decree 26/2024, which the Kúria upheld in 2025; District VII is restricted, though sources conflict on whether condominium consent is enough. A flat bought for Airbnb here may not be rentable that way.
  • Budapest, District IX (Ferencváros). Median ask HUF 1,459,000/m2. Suits buyers who want a regenerated central district near the river, the National Theatre and a university, at a lower price than V. Insight: the district is mid-change, so compare streets, not the name.
  • Budapest, District XIII (Újlipótváros, Angyalföld). Median ask HUF 1,677,000/m2 (about EUR 4,250). Suits professionals, families and long-term landlords. Riverside and walkable, a few tram stops from the centre. Drawback: new-build density. Insight: the riverside Újlipótváros streets and the Angyalföld side of the district are different products with different tenants.
  • Budapest, District XI (Újbuda). Median ask HUF 1,660,000/m2. Suits students, young families and office workers: green, good schools, the M4 metro. Drawback: traffic on the main corridors. Insight: check the walk to the metro or tram, since hillside streets are quieter but less walkable.
  • Budapest, Districts XII and II (Hegyvidék, Rózsadomb). Median ask HUF 1,833,000 and 1,744,000/m2. Suits families who want the Buda hills. District II has the highest median total price in the city (near HUF 155 million) mainly because the homes are bigger. Drawback: car dependence, which we could not quantify. Insight: on a slope, test the walk home with shopping bags.
  • Debrecen. Suits regional jobs and students. Otthon Centrum put new-build at about HUF 1.24 million/m2 in 2026, the highest among regional cities. A Pénzcentrum report on NAV transaction data said Debrecen stood about HUF 12,000 short of HUF 1 million/m2 in 2025. We found no 2026 resale table. Insight: the BMW plant builds the iX3, CATL started module assembly in May 2026, but cell production lags and cell supply to BMW is not expected before 2027 (June 2026 reports). Do not price factory demand as if it already existed; we found no data on rents from it.
  • Lake Balaton. Suits second homes and summer use. Otthon Centrum (June 2026) put new-build at about HUF 2 million/m2 across 75 projects and about 3,100 flats, up to 2.5 million in the most popular places. We found no 2026 resale price per town. Insight: ingatlan.com data for January-April 2026 reportedly show demand down 62% on the south shore and 57% on the north shore against 2021. Prices stayed high while demand fell, which makes resale slower.
  • Szeged, Pécs, Győr. Regional university and industrial cities. Szeged new-build was about HUF 1.18 million/m2 in 2026 (Otthon Centrum). We found no resale tables for these cities.

How to choose like a resident

Go on a Tuesday at 8:00 and again after dark. Walk from the front door to the nearest metro, tram or bus stop and to a supermarket. In Budapest, stand in the courtyard at night with a window open: many older buildings are built around courtyards, and noise from bars or neighbours carries. Ask the building manager for the common charge and for planned works before you pay a deposit; the sibling budget article notes we could not source typical charges, so ask for the actual figures.

For Balaton, go in two seasons. Check what is open in February, how parking works in August, and whether any local tenants exist outside tourism. For a Debrecen purchase, ask who you are buying for: a tenant today, or a worker who may arrive later.

Infrastructure that affects value

  • Airport link. A dedicated rail link to Budapest airport is the subject of a tender. In 2026 the government ran a 35-year concession tender for a line (about 27 km, with a 20-minute target from Nyugati station); bids were due on 6 February 2026 and the deadline was extended. We found no start of construction, so treat it as plans, not as value already in the price.
  • Metro and tram. Metro 4 is a selling point in District XI; the exact walk to the station matters more than the district name.
  • Lake access. Check slope, road crossings and whether a car is needed for the beach.
  • Power, water and internet reliability. We did not find country data we could source; ask the building.

Foreign-buyer rules that change the choice

According to commercial guides (not an official text), EU, EEA and Swiss citizens buy on the same terms as Hungarians; non-EU buyers generally need an acquisition permit from the government office, and refusals are described as uncommon for ordinary flats. Farmland is closed to foreigners. For a Balaton plot, check the land category in the land registry before you fall in love with a vineyard cottage. Process and costs are in our guide to buying in Hungary as a foreigner, and mortgage options are in mortgages for non-residents.

Mistakes buyers make here

  • Buying in District VI or VII for short lets without reading the current decree.
  • Treating asking prices as sold prices.
  • Pricing Debrecen as if the factories already filled the flats.
  • Buying a Balaton flat with no plan for a slow resale.
  • Ignoring street-level noise in the party districts.
  • Skipping the land-registry check for a plot or house outside the city.
  • Trusting a local tip without visiting at a second time of day.

Which area suits which buyer

  • Long-term landlord in Budapest: District XIII or XI, where tenants are professionals and students, with a clear walk to transport.
  • Buyer for capital preservation and the centre: District V, accepting the price and unclear short-let status.
  • Family wanting space and green: District XII or XI, with a car or a good tram.
  • Regional-jobs thesis: Debrecen, only on a tenant you can actually find today.

FAQ

Can I run an Airbnb in central Budapest? Not everywhere. District VI reportedly allows none from 2026, District VII is restricted, and sources disagree on District V. A citywide moratorium on new registrations was also reported until the end of 2026. Check the exact address and the building's rules.

Is Lake Balaton a safe investment? Demand has cooled sharply against 2021 according to ingatlan.com, while prices stayed high. Buy only for use and accept a slower exit.

Do I need a permit as a non-EU buyer? Commercial guides say yes, from the government office. Confirm with a Hungarian lawyer; see notary or lawyer abroad and property scams.

Is the airport train coming? A tender was run in 2026, but we found no start of works.

What this means for a normal buyer

  • Compare streets inside a district, not districts.
  • Read the short-let decree for the exact district before you count on holiday income.
  • Treat Debrecen's factory demand as a hypothesis.
  • Plan Balaton as a use asset with a slow resale.
  • Add the full costs from total cost of ownership abroad.
