Burgas and Varna regions: permits issued for nearly 3,000 apartments in Q2 2026

Bulgaria · October 15, 2026

Building permits covered 1,660 apartments in the Burgas region and 1,316 in the Varna region in the second quarter of 2026, according to Bolgarskiydom (EN section) citing NSI data.

According to Bolgarskiydom (EN section), citing the National Statistical Institute (NSI), building permits were issued for nearly 3,000 apartments in the Burgas and Varna regions in the second quarter of 2026. Nationwide, municipalities approved 2,216 residential buildings with 11,499 apartments between April and June. That is 14% more apartments than in Q2 2025, but 15.2% fewer than in Q1 2026. In the Burgas region, permits were issued for 161 residential buildings with 1,660 apartments, the third-highest figure in the country after Sofia and Plovdiv. Construction began on 105 buildings with 1,388 apartments. The Varna region received permits for 202 buildings with 1,316 apartments, 9.7% more than in the previous quarter, and construction started on 150 buildings with 791 apartments. The figures cover entire regions, not just the cities of Burgas and Varna or individual resorts, so they should not be read as the number of new apartments in a specific town. The source notes that the data points to a growing pipeline of new housing on the Black Sea coast, which could mean a wider choice for buyers. At the same time, more permits do not by themselves mean lower prices, and a permit does not mean a home is ready to move into: years may pass between permit, start of construction and official commissioning. The source suggests comparing projects by their actual stage of completion and legal status.
