Rent decides the budget: the official median for new leases is about 17 EUR per m2 in Lisbon and about 10 EUR in Porto and the Algarve. A transparent monthly budget with every line sourced.
Portugal is still cheaper than most of Western Europe, but not as cheap as its reputation, and the gap is mostly rent. This guide builds a monthly budget line by line for a single person, a couple and a family of four. Every line has a source and a date, and every total is our own sum, not a statistic. It is general information, not advice, and prices move: check the date next to each number.
How we built the numbers
- Official: INE (national statistics) for rents and wages, ERSE (energy regulator) for regulated electricity, Metro de Lisboa and the metropolitan transport authorities for passes.
- Third-party: guides and write-ups that quote Numbeo, which is crowd-sourced. We could not open Numbeo itself, so those figures are secondhand.
- Ours: sums of the lines, and any assumption such as how often you eat out. These are marked "our assumption".
Rent by region
INE's median rent for new leases in the first quarter of 2026, per square metre and month (Montepio and Idealista quoting INE): Lisbon municipality 17.42 EUR, Greater Lisbon 14.38, Algarve 10.71, Porto metropolitan area 10.13, Portugal as a whole 9.46. National rents rose 9.1% on the year in that quarter. One outlet reports a national median above 10 EUR for the second quarter, which we have not confirmed.
What that means for a flat (our arithmetic, median rent times area):
- 45 m2: Lisbon 784 EUR, Greater Lisbon 647, Algarve 482, Porto 456, national median 426.
- 60 m2: Lisbon 1,045, Greater Lisbon 863, Algarve 643, Porto 608, national 568.
- 90 m2: Lisbon 1,568, Greater Lisbon 1,294, Algarve 964, Porto 912, national 851.
Two cautions. INE medians are contracted new leases and sit well below portal asking rents: one undated guide gives a one-bedroom at 1,200-1,500 EUR in central Lisbon and 800-1,000 in Porto or Faro (700-1,200 in Algarve city centres). Expect to pay nearer asking prices when you search from abroad. Also, we could not retrieve INE medians for the Silver Coast, Centro or Alentejo. The national median blends all regions, so the interior is probably at or below it, but that is our inference, not a statistic.
One person
- Costs other than rent in Lisbon: about 745-750 EUR a month (Numbeo-based figures reported by Relocate.me and Global Citizen Solutions in 2026).
- Rent for 45 m2 at the INE median: Lisbon 784, Porto 456, Algarve 482.
- Our sums: Lisbon about 1,534 EUR (750 + 784), Porto about 1,206 (750 + 456), Algarve about 1,232 (750 + 482).
- At asking rents the sums are higher: Lisbon 1,950-2,250 (750 + 1,200-1,500), Porto 1,550-1,750 (750 + 800-1,000). Relocate.me's own figure with rent for Lisbon, about 1,835 EUR, falls between the two.
A couple, Porto as the reference
Our lines, using the Porto metropolitan median for 60 m2 in the modest case and the guide's asking range in the comfortable case:
- Rent: 608 EUR (INE median times 60 m2) modest; 800-1,000 comfortable.
- Electricity and water: 100 modest, 150 comfortable (guide range of 100-150).
- Internet 30 and 40; two mobile plans 30 and 40 (15-20 each).
- Groceries about 350 in both cases (the guide's average; it is unclear whether it is per person, so treat it as a floor).
- Eating out: four dinners for two a month at 50 EUR is 200; eight at 50-60 is 400-480 (guide price, our assumption on frequency).
- Transport: two metropolitan passes at 40 EUR, 80 (Metro de Lisboa tariff 2026, unchanged for the seventh year; Porto passes also reported frozen at about 40).
- Private health insurance: two adults at 25 EUR is 50 modest; at 60 is 120 comfortable (Freenance 2026, single source).
- Our sums: modest 1,448 EUR (608 + 100 + 30 + 30 + 350 + 200 + 80 + 50); comfortable 1,980-2,260 (800-1,000 + 150 + 40 + 40 + 350 + 400-480 + 80 + 120).
These totals leave out leisure, travel, clothes and a car. For comparison, an Algarve-focused guide puts a modest couple at 2,060-2,670 EUR and a comfortable one at 2,720-3,920, rent included. Lisbon adds roughly 400-500 EUR a month in rent over Porto at the INE median.
A family of four
- Costs other than rent in Lisbon: 2,645 EUR (Relocate.me) to 2,718 (Global Citizen Solutions), Numbeo-based. We could not confirm whether these include private school tuition.
- Rent for 90 m2 at the INE median: Porto 912, Lisbon 1,568.
- Our sums: about 3,557 EUR in Porto (2,645 + 912) to 4,286 in Lisbon (2,718 + 1,568). Relocate.me's own figure with rent for Lisbon, 4,355, is close.
- Health insurance for four: 110-240 EUR (Freenance). Regulated electricity: the ERSE reference bill for a couple with two children is 97.73 EUR a month from October 2026.
- Schools: state schools are free for resident children. International schools per child per year, 2025/26: St Julian's 12,384-28,113 EUR, Peter's School 7,950-10,200, and a Lisbon average of 4,649-14,179 (International Schools Database via Portugal Homes). That is about 387-1,182 EUR a child a month on the average and 1,032-2,343 at St Julian's. We found no creche fees.
Cheaper and dearer than expected
- Dearer: rent. Rents rose 9.1% on the year in the first quarter of 2026, while average basic pay was 1,342 EUR in mid-2026, up 5.1% nominal (INE, different quarters, so only an illustration). A 60 m2 flat at the Lisbon median is about 78% of that average basic pay and in Porto about 45% (our calculation). Couples with two incomes cope better.
- Dearer: food. In 2024 Portugal's food price level was above the EU average (Eurostat, via the Spanish INE).
- Cheaper: eating out and hotels. In the same data these were among the lowest in the EU.
- Stable: public transport. Metropolitan Lisbon passes cost 40 EUR and municipal 30, unchanged in 2026.
- Rising: regulated electricity, up 2.7% from 1 October 2026 (ERSE, as reported); private health premiums may rise up to 10% in 2026.
One-off and hidden costs
- Residence fees rose in March 2026: renewals 70-160 EUR and investment-route grants up to 8,418 (Lusa). Check AIMA's current table for first issue.
- Health insurance is often required at the visa stage for D7, D8 and student visas and optional once you have residence and a user number (Freenance).
- Car costs, creche fees and Algarve school fees we could not source. Ask for quotes.
If you own property there
Running costs come on top of the budget: municipal property tax (IMI, roughly 0.3-0.45% of tax value, set by the municipality), condominium fees, insurance and utilities. See annual property tax and bills abroad, utilities and community fees, home insurance for non-resident owners and Portugal property prices and buying costs.
FAQ
Can a couple live on 2,000 EUR a month? In Porto the lines above come to 1,980-2,260 for a comfortable level without leisure, travel or a car, so it is tight but possible. In Lisbon rent alone can be 1,045 (INE median) to 1,500 (asking), so it is harder.
Is public healthcare available to residents? Legal residents can register at a health centre for a user number, according to expat guides. Waiting times for specialists are the main reason expats add private cover. Sources disagree on moderating fees (about 5 EUR at a GP, or largely abolished in primary care since 2022): confirm with the SNS. See healthcare for EU residents abroad.
Which region is cheapest? Of the regions we could source, Porto and the Algarve are close at 10.13 and 10.71 EUR per m2, Greater Lisbon is 14.38 and Lisbon municipality 17.42. The interior is probably cheaper, but we have no regional figure.
What this means for you
- Decide the city first: rent at the median differs by about 400-500 EUR a month between Lisbon and Porto for a couple.
- Budget at asking rents, not INE medians, when you search from abroad.
- Add leisure, travel and a car separately: they are not in our sums.
- For children, compare state and international schools early: fees swing the family budget most. See schools and education when relocating.
- If you are choosing where to buy, see best areas to buy in Portugal; for the visa routes see digital nomad visa and retirement.
If you are weighing a purchase in Portugal and want an independent view on running costs, D.H. Realting, a Warsaw-based independent consultant, can compare options with you and bring in a local lawyer.
