Cost of living in Turkey in 2026: monthly budget, rent and expenses

Turkey · October 20, 2026

A line-by-line monthly budget for a single person, a couple and a family in Istanbul, with a source and a date for every line, rent by city and the costs that surprise newcomers.

Prices in Turkey are quoted in lira, and the lira moves fast. Annual inflation was 29.73% in September 2026, down from 31.51% in August, and housing was the fastest-rising group at about 40% a year (TurkStat, as reported by Yeni Safak and RTTNews on 5 October 2026). A cost-of-living figure from last year is already out of date. This guide therefore builds the monthly budget line by line, with a source and a date on each line, so you can replace any number with a newer one. The totals are our own sums, not statistics. It is general information, not advice.

How we built the numbers

  • Exchange rates: about 54 lira per euro (53.78 on 15 July 2026) and about 48.6 lira per US dollar. Euro amounts are rounded. Check the current rate before you plan.
  • Rent: August 2026 averages from Endeksa and Emlakjet, reported by Foreks on 15 September 2026. They are averages of all listed flats, not one-bedroom prices.
  • Utilities and internet: 3,239 lira a month for an 85 m2 home and 686 lira for a 60 Mbps connection (Numbeo, June 2026, quoted by a guide). Numbeo is crowd-sourced and this is a national dataset, not an Istanbul one. Another source quotes about 2,000 lira for basic bills, so treat the figure as a benchmark.
  • Groceries: about 280 US dollars a month for one person (Nomad tool, May 2026), roughly 13,600 lira. Our own scaling: 1.8 times for a couple and 3.2 times for a family of four.
  • Eating out: an inexpensive restaurant meal is about 510 lira in Istanbul (MyLifeElsewhere, method unverified) and a cappuccino 181 lira (Expatistan, May 2026). We assume 4 meals per adult a month for the modest budget and 8 meals plus 8 coffees for the comfortable one.
  • Transport: the full monthly Istanbulkart pass costs 3,628 lira since 20 July 2026, a single ride 46.20 lira.
  • Health: the modest budget uses the basic private policy required for a residence permit (400 to 1,200 lira a year on one university page; we take 1,200, or 100 lira a month, and it is basic cover). The comfortable budget uses the state general health insurance (GSS), which for foreigners was 24% of the gross minimum wage in 2025. The gross minimum wage in 2026 is 33,029.59 lira (WageIndicator), so 24% is 7,927 lira a month per adult. That is our arithmetic and the 2026 rate was not confirmed. GSS needs a year of residence first.
  • Schools: the modest family uses a state school and we do not cost it. The comfortable family has two children at a bilingual school at the low end of the 8,000 to 15,000 dollars a year range quoted by a school guide, which is 32,400 lira a month per child.

Monthly budget in Istanbul (our own sums)

Couple, comfortable: rent 51,800 (a central one-bedroom, about 1,066 dollars in a Wise-based benchmark, undated), utilities 3,239, internet 686, groceries 24,480, eating out and coffee 11,056, transport 7,256, health 15,854. Sum 114,371 lira, about 2,120 euros.

Family of four, modest (state school): rent 51,800 as a floor, utilities 3,239, internet 686, groceries 43,520, eating out 4,080, transport 7,256, basic insurance for four 400. Sum 110,981 lira, about 2,060 euros. A three-bedroom flat will cost more than the floor we used.

Family of four, comfortable (two children at a bilingual school): rent 51,800 as a floor, utilities 3,239, internet 686, groceries 43,520, eating out and coffee 11,056, transport 7,256, health 16,054 (GSS for two adults, basic cover for two children), schools 64,800. Sum 198,411 lira, about 3,670 euros.

These sums leave out the mobile plan, leisure, clothing, taxis, holidays, a car, childcare, furnishing and property taxes. Real spending is higher.

A sanity check

One nomad tool puts a mid-tier single budget in Istanbul at 1,560 dollars (May 2026), about 1,400 euros, against our 1,480 for a comfortable single. Guides for a couple quote 1,900 to 2,800 dollars (about 1,710 to 2,520 euros) and for a family 2,700 to 4,200 dollars (about 2,430 to 3,780 euros); Expatistan lists 149,782 lira (about 2,770 euros) for a family of four in May 2026 without saying what it covers. Our figures sit inside or just below these ranges, as expected for sums that leave out leisure.

Rent in other cities

The August 2026 averages are Istanbul 45,510 lira (about 840 euros), Ankara 34,440 (about 640), Izmir 33,369 (about 620), Antalya 29,306 (about 540) and 28,040 for the country (about 520). We found no reliable average for Alanya, Bodrum or Fethiye, and resort towns often price differently by season, so ask for quotes for the months you will be there. We assumed the other budget lines are close to the Istanbul ones: we found no sourced price list for the other cities.

What is dearer or cheaper than expected

  • Dearer: housing, up about 40% in a year against 29.73% overall (September 2026). Private schools: Turkish private school fees passed 1 million lira for 2026-27, with a cap of 43.92% on entry grades (Turkish Minute, 14 April 2026), and MEF International Primary lists 37,500 dollars tuition for 2026-27 before food and VAT.
  • Cheaper: public transport (a monthly pass is about 67 euros) and eating out (an inexpensive meal is about 9 euros; a German travel-budget site puts a restaurant budget in Istanbul 18% below Germany, method unknown).
  • Local incomes: the net minimum wage in 2026 is 28,075 lira, about 520 euros, so the average Istanbul rent is 1.6 times it. Prices are set for local incomes, and rent is the line that squeezes them hardest.

Hidden and one-off costs

  • Residence permit: a card fee of 964 lira (about 18 euros) plus a fee that depends on nationality. Unofficial totals quoted online are 31,111.50 lira for one year (about 576 euros) and 84,686.70 for three. Another report says the annual fee rose almost 15-fold from 28 April 2026 to at least 620 dollars. The sources conflict, so confirm on the e-Ikamet portal. The Interior Ministry reportedly said there are no extra or expedited charges.
  • Health: a private policy is required for a residence permit (Circular 9/2014, ages 0 to 70), and state GSS is possible after a year.
  • Electricity: from January 2026 households pay about 1.37 lira a kWh up to 150 kWh and 2.06 above, and prices rose about 25% on 4 April 2026; 100 kWh cost 323.8 lira after the rise (official statement via GMK Center). Bills swing with heating and cooling.
  • Not found: car costs and childcare.

If you own property in Turkey

Running costs are separate from the budget above: property tax, building dues, earthquake insurance (DASK) and home insurance. FAQ

Is Turkey cheap in 2026? It depends on the city and the lifestyle. By our sums a comfortable single person in Istanbul needs about 1,480 euros a month and a modest one about 950 euros, and rent is the line that has risen fastest.

Why do online budgets differ so much? They use different cities, household sizes and definitions, some are crowd-sourced, and lira prices and the exchange rate change month to month.

Do I need health insurance? A private policy is required for a residence permit, and state GSS becomes possible after a year of residence. Check the current rules with the migration office.

What this means for you

  • Budget in lira and recheck every quarter: inflation near 30% ages any figure quickly.
  • Rent decides your budget. Compare Istanbul with Izmir and Antalya before you choose the city.
  • Add what our sums leave out: leisure, a mobile plan, taxis, holidays, and a car if you need one.
  • Plan for the residence permit and health insurance costs in the first year, and confirm the current fees on the official portal.
  • If you plan to buy, add the running costs of the property to the living budget.

If you are weighing a move or a purchase in Turkey, an independent buyer-side adviser, such as D.H. Realting in Warsaw, can help you compare cities and bring in a local lawyer.
