Cyprus Shared Ownership Proposal: Buy 40% of a Home, Pay a Fee on the Rest

Cyprus · October 31, 2026

A proposed Cyprus scheme would let buyers purchase an initial share of a home, take a mortgage only on that share and pay a regulated charge on the remainder, according to Cyprus Property News.

According to Cyprus Property News, a shared ownership model has been put forward as a way to help young professionals and middle-income families enter the Cyprus housing market. It is a proposal only: eligibility, lending terms and many other details would depend on the final scheme. Under the idea, a buyer would purchase an initial share of a property, potentially around 40% of its market value. The Cyprus Land Development Corporation (CLDC) would keep the rest, and the buyer would live in the home and pay an occupancy fee on that portion. The mortgage would be needed only for the buyer's share. The proposal envisages three years with no charge on the CLDC's share, followed by an annual fee of 2% of the value of the remaining share from year four. The illustration uses a 109 sq m, three-bedroom apartment priced at €229,600 (€2,106 per sq m). A 40% share would cost €91,840, while the CLDC's 60% would be worth €137,760. The 2% charge on that share would come to about €2,755 a year, or roughly €230 a month. These are example figures; actual costs would depend on the valuation and the final terms. Buyers could increase their stake over time (known as staircasing), with each extra share priced on an independent open-market valuation by chartered surveyors registered with the Cyprus Scientific and Technical Chamber (ETEK). Banks such as Bank of Cyprus, Hellenic Bank and Eurobank are named as possible lenders for the initial share, but the products would first have to be developed and agreed. Suggested safeguards include registering the sale contract with the Department of Lands and Surveys alongside a long-term shared ownership lease, a primary-residence requirement, limits on short-term subletting, a minimum period before resale and a CLDC first option to buy back a share. The proposal also suggests that municipalities in Limassol, Nicosia, Paphos and Larnaca could contribute public land and planning incentives. Cyprus Property News notes that open questions remain, including eligibility, maintenance costs, resale, valuation disputes and the long-term financial obligations of buyers and the CLDC. The scheme has not been introduced, so it should be treated as a possible future option rather than an available product.
