Best areas to buy property in Montenegro

Montenegro · October 1, 2026

From UNESCO-listed Kotor Bay to budget-friendly Bar and Ulcinj, Montenegro's coast prices very differently by town. A practical guide to where to buy and why.

Montenegro's coastline is short enough to drive end to end in a few hours, but it covers several genuinely different property markets. Prices across the coast averaged around €2,910/m² in Q1 2026, up roughly 8.5% year on year — but that average hides a wide spread between towns, and within each town between the waterfront and a street back.

Kotor Bay: the UNESCO premium

Kotor and the inner Bay of Kotor are Montenegro's most sought-after location — sheltered waters, medieval old towns under UNESCO World Heritage protection, and a loyal Western European and British buyer base. Kotor averaged around €3,605/m² in 2026 (up nearly 12% year on year), with waterfront villas reaching €6,500-12,000/m² for premium bay-view locations and coastal apartments more typically €4,500-8,000/m². Heritage-protection rules apply to anything inside the old town walls — worth factoring into any renovation plan.

Budva Riviera: the volume market

Budva is Montenegro's highest-volume market — the widest choice of new-build apartments and the strongest short-term rental demand on the coast. The town averaged around €3,344/m² in 2026, with the Old Town and immediate waterfront commanding €5,000-10,000/m² and nearby Riviera spots like Bečići and Rafailovići running €3,500-6,000/m² depending on sea proximity. This is the market for buyers prioritising rental liquidity over heritage character.

Tivat: the marina premium

Tivat is home to Porto Montenegro, the luxury marina development, and sits at the premium, yacht-oriented end of the coast — the town averaged around €4,192/m² in 2026, with marina-zone units running €6,000-12,000/m². It suits buyers for whom the marina lifestyle itself is part of the value.

Herceg Novi: the value alternative

Herceg Novi, at the Adriatic entrance to the bay, typically runs 20-35% cheaper than comparable Tivat or Budva property while still offering coastal living and a growing international community. It's the natural choice for buyers priced out of Kotor Bay's premium but still wanting bay or sea access.

Bar and Ulcinj: the budget south

Bar and Ulcinj, further south, offer the lowest prices on the coast and appeal to buyers targeting the Albanian and Kosovan tourism market as much as the Western European one. Land and houses here cost meaningfully less than anywhere further north — the trade-off is a less established international buyer infrastructure.

A note on financing and land

Local mortgages for non-residents are rare across Montenegro — most foreign buyers pay cash, which matters for your budget planning regardless of which town you choose. Separately, foreigners generally cannot buy agricultural land, forests, or property near the border or classified as a cultural monument — our other Montenegro articles cover this in more depth.

FAQ

Which area has the best rental demand? Budva has the widest short-term rental market; Kotor Bay rents at a premium but to a smaller, more upscale pool. Is Kotor's old town a good investment? It holds value well given UNESCO status and scarcity, but renovation inside the walls is heritage-restricted — budget and plan for that. Where's the best value on the coast right now? Herceg Novi and the Bar/Ulcinj area offer the clearest discount to Kotor Bay and Budva prices. Can I get a mortgage as a foreign buyer? Rarely — plan on a cash purchase or financing from your home country.

How we help

We help you weigh rental liquidity against heritage character and lifestyle fit across the coast, and check a specific property's permit and title status before you commit — especially important given Montenegro's illegal-construction legalization rules, which our investment-risks article covers in depth. Informational only, not investment advice; prices are indicative and change with the market.
