What a Cyprus purchase does and does not give: permanent residence, the 183-day and 60-day tax rules, tax on rent and sale, and where Russian speakers live.
In brief. As of 31 October 2026, buying a flat or house in Cyprus does not by itself give a residence permit and does not make you a tax resident. Permanent residence (Category F) is applied for separately: sources quote different minimum incomes, from €30,000 to €50,000 a year, and processing times range from 8–12 months to 5–7 years. You become a Cyprus tax resident under the 183-day rule or the 60-day rule; rental income in 2026 is taxed at income tax rates after a 20% deduction, and the special defence contribution on rent was abolished from 1 January 2026.
What buying property in Cyprus gives a Russian-speaking buyer
The most common mistake is to assume that buying a flat in Cyprus automatically means a residence permit or tax residency. These are three different questions, and each has its own rules and documents.
A purchase gives you ownership, the right to let the property and the right to sell it. It does not give you the right of residence, does not open access to Cypriot healthcare and does not free you from taxes at home. The investment golden visa in Cyprus was abolished; the details are in the article on the Cyprus golden visa. What remains is the permanent residence route, and it requires income and conditions, not just a purchase.
If you are still deciding how to buy, first read the material on the rules, the permit and the banks: how to buy property in Cyprus as a citizen of Russia, Belarus, Kazakhstan or Ukraine. This article starts where that one ends: you own the property and need to decide what to do about residence, taxes and life on the island.
A residence permit after buying property in Cyprus: the routes
For third-country citizens Cyprus has several routes. The main point: owning property is not a standalone basis, but it can form part of the documents.
- Permanent residence under Category F. There is no fixed minimum property value, but you must show a stable income from abroad (a pension, rent, dividends, interest, but not a salary from remote work). Law firms quote different thresholds: from €30,000 a year plus €5,000 for each dependant to €50,000; the figure must be confirmed with the Civil Registry and Migration Department.
- A fast track through investment in a new property. Sources link it to buying a new property worth €300,000 or more (plus VAT) and proving income; it promises shorter processing, but the conditions must be checked against current rules.
- Other residence types (digital nomad, work, study) do not depend on property. For remote workers, read about the Cyprus digital nomad visa.
Processing times differ: some sources say 8–12 months, others say that in 2026 applications from 2020 are still being processed and the wait reaches 5–7 years. We could not confirm which figure is current, so plan with a margin. A condition for keeping the status is to visit Cyprus at least once every two years. Details and conditions are in the material on permanent residence in Cyprus.
Tax residency in Cyprus: the 183-day rule and the 60-day rule
Tax residency does not depend on a residence permit or on owning property. It is determined by days of physical presence.
- The 183-day rule: if you are in Cyprus for more than 183 days in a tax year, you are automatically a tax resident.
- The 60-day rule: it is enough to be in Cyprus for at least 60 days if additional conditions are met (in particular having a home in Cyprus, work, a business or a position in Cyprus, and a limit on days in other countries). Sources disagree: some say that from 2026 the requirement of not being tax resident in any other country was removed, others still list it. Check the current condition with a tax adviser.
The status of a tax resident without Cypriot domicile (non-dom) gives a 17-year exemption from tax on dividends and interest. Sources report that the 2026 reform kept this scheme and introduced a paid extension mechanism, but the length of the extension (10 years or up to 27 years) is described differently, so this point needs separate checking. For the owner of a flat, something else matters more: tax on rent and tax on sale.
If you live in another country, remember that it may treat you as a tax resident under its own rules, and double taxation is resolved by a treaty between the countries. More on this: tax residency and the 183-day rule for EU expats.
Taxes on renting and selling property in Cyprus in 2026
A non-resident is taxed only on Cyprus-source income, and rent from a Cypriot flat falls into it. Key parameters for 2026 according to advisers:
- income tax rates after the 2026 reform: 0% up to €22,000, then 20% on the part of income from €22,001 to €32,000 and higher rates above; older sources still quote a tax-free minimum of €19,500;
- when calculating tax on rent, a 20% deduction from income is allowed for buildings, so 80% of the rent is taxable; there is no deduction for bare land;
- the special defence contribution (SDC) on rental income was abolished from 1 January 2026;
- the GeSY healthcare contribution: sources disagree on whether it is charged on rent for non-residents, so ask a tax adviser;
- capital gains tax on sale is 20% for everyone, including non-residents, with higher lifetime exemptions from 2026; all figures and worked examples: capital gains tax when selling in Cyprus.
If you let the flat on a short-term basis, note the separate licensing requirements: short-term rental rules in Cyprus.
We found no verified information in open sources on property tax rates (municipal charges and ownership tax) for 2026, so ask a lawyer or the municipality for your specific address.
Where Russian speakers settle in Cyprus: Limassol, Paphos, Larnaca, Nicosia
The Cyprus land registry does not publish statistics on purchases and residence by nationality, so estimates of where more Russians live rest on agency reports and the local press, not on official figures.
- Limassol. A 2026 index.cy guide calls it the island's business and Russian-speaking centre. It has the best-developed services in Russian: lawyers, accountants, clinics, shops. Housing and rents are higher than in other cities.
- Paphos. According to the same sources, it is the "capital" for pensioners and British expats, and in 2026 Paphos became the island's most international market: foreigners buy twice as many properties here as Cypriots do. It is calmer and cheaper than Limassol.
- Larnaca. The airport and the port are close, prices are lower and the setting is more business-like; convenient if you need to fly often.
- Nicosia. The capital, with offices and universities, less sea and more year-round life.
- Protaras and Ayia Napa. Seasonal resorts: renting pays in summer, winter is quiet.
A description of districts, prices and pitfalls is in the article best areas of Cyprus to buy property.
Russian-language services and schools: what to look for
Russian-speaking lawyers, accountants and agents exist in Cyprus, but their reputation needs checking, as anywhere: details in how to check a Russian-speaking agent abroad. An overview of services and communities by country: Russian-speaking communities and services by country.
Schools: state schools teach in Greek, so children of Russian-speaking families more often go to private schools teaching in English. The materials we found on Russian-language schools are out of date and we found no current verified list. Check the list of schools and admission requirements with the Ministry of Education of Cyprus and with the schools themselves. The local Russian-language press regularly publishes Greek courses for migrants.
Which documents are usually asked for permanent residence
The list depends on the category and changes, so what follows is a general guide, not an official list. The exact list comes from the migration department or your lawyer.
- a passport and documents on marital status, translated and with an apostille;
- a certificate of no criminal record from the country of citizenship and the country of residence;
- confirmation of income from abroad for recent years (statements, certificates, tax documents);
- documents on the property in Cyprus (contract, title) and confirmation of the place of residence;
- health insurance and confirmation that you will not become a burden on the social system;
- a bank certificate and confirmation of the origin of funds.
If you apply with a family, documents for each dependant are added. Find out in advance which documents must be legalised in the country of issue: it takes weeks.
Three typical scenarios
These are not stories of specific people but patterns on which decisions are most often built. Substitute your own figures and check them with a tax adviser.
Scenario 1. A pensioner or a person with passive income who wants to live in Cyprus most of the year. Category F suits this person: the property is there, the income comes from abroad (a pension, rent, dividends). The task is to collect documents on income, remember the condition to visit at least once every two years, and decide where they are tax resident. If they spend more than 183 days in Cyprus, they become a Cyprus tax resident automatically, and then it must be understood how this fits with taxes in the country of citizenship.
Scenario 2. A remote worker who wants to live in Cyprus part of the year. Here the property is housing, not a basis for status. The more suitable route is the digital nomad visa or the 60-day rule, if the conditions are met. Buying is justified in this case if you are sure you will live in Cyprus regularly; otherwise renting is cheaper and more flexible.
Scenario 3. An investor who buys a flat to let. The interest is in yield after tax: rent is taxed at income tax with a 20% deduction, followed by management costs, utilities and vacancy between tenants. Yield by district is covered in the material on yield in Cyprus. Tax residency and a residence permit are usually not needed by such an investor.
What buying does not give: healthcare, school, bank
- Healthcare. The state GeSY system is tied to residence and contributions, not to ownership. Many Russian-speaking residents use private clinics and insurance; check the GeSY conditions with the Health Insurance Organisation.
- School. A place at a school does not depend on property; the child's residence permit and education documents matter. State schools teach in Greek, private ones more often in English.
- Bank. Property makes opening an account easier because it proves a tie to Cyprus, but does not guarantee it. The bank will check the origin of funds regardless of the purchase.
- Taxes at home. Owning a home in Cyprus does not remove tax obligations in the country where you are tax resident: income from rent and sale will probably have to be declared there too, and double taxation is resolved by a credit under a treaty between the countries.
Typical mistakes after buying
1. Assuming that owning property gives the right to live in Cyprus without a separate residence permit. 2. Counting days by guesswork: the 183-day and 60-day rules need a record of days of presence, so keep tickets and stamps. 3. Not declaring rental income at home, assuming that tax has already been paid in Cyprus. 4. Letting a flat short-term without a licence and without notifying neighbours and the management company. 5. Ignoring that rates and thresholds change: the 2026 tax reform changed the scale, and old figures from blogs may be wrong. 6. Relying on residence timelines from law-firm advertising: actual timelines in sources range from 8–12 months to 5–7 years.
From purchase to life: a step-by-step plan
1. Buy the property and register the title (see the buying guide). 2. Decide whether you need a residence permit: Category F, the digital nomad visa or another route, and collect income documents. 3. Work out your tax residency: how many days a year you will spend in Cyprus and in other countries, and what follows under the 183-day and 60-day rules. 4. If you will let the property, understand the tax regime for rent and the licensing requirements. 5. Open an account with a Cypriot bank and prepare documents on the origin of funds. 6. Find a district and services: a doctor, a school, a lawyer, an accountant. 7. Settle separately the tax position in the country of your citizenship and residence, including taxation of worldwide income.
