From buying a flat in Turkey to a residence permit and tax residence: what a purchase gives Russian speakers in 2026

Turkey · November 4, 2026

The USD 200,000 residence permit and USD 400,000 citizenship thresholds, what a purchase does not change, the new 20-year foreign-income tax regime, taxes on rent and sale and where Russian speakers settle.

In brief

As of 31 October 2026 a flat in Turkey of about USD 200,000 or more can support a short-term residence permit of up to two years, and USD 400,000 can support citizenship, with a three-year ban on selling. A purchase does not by itself make you a tax resident (183 days or a permanent home does) and does not give the right to work. Since 4 June 2026 (Law 7582) people who become Turkish tax residents from 1 January 2026 and were not residents in the previous three years can claim a 20-year exemption on foreign-source income, but Turkish rent and sale gains stay taxable.

What a flat gives you and what it does not

Residence permit through property: how it works in 2026

Several commercial sources for 2026 (iWorld, Mirsatori, Deal TR) describe the same rule: property worth about USD 200,000 or more allows a short-term residence permit (ikamet) for up to two years, renewable, for the owner and, on certain conditions, the family. The applicant needs the title deed (tapu), a valuation report that supports the declared value, health insurance, a registered address and the application through the migration office. We did not find an official migration-authority page, so check the current amount and the list of documents with the local office or the lawyer.

Two practical points decide most outcomes:

  • The declared value in the tapu must itself reach the threshold. A deed written for a lower sum to save tax usually fails the application: read the page on the declared price and the valuation report.
  • The location. From July 2022 several districts of Alanya were closed to first residence permits because of a limit on foreigners (BFM reports a quota of 20% of the population). We could not find the 2026 list: ask the migration office whether your district is open before you buy there.

Why many Russian speakers remember the refusals

In 2022 and 2023 residence permit applications by Russian citizens were refused in large numbers, especially in some resort cities, mainly for missing documents or income proof; The Moscow Times wrote in December 2023 that about 53,000 Russians had left the country after mass refusals. We found no confirmed news of new mass refusals in 2026, but the reports are a reason to submit a complete file, to avoid a tourist-type permit as a long-term plan, and to keep a record of every document.

Citizenship at USD 400,000

Press and law-firm pages dated 2026 keep the investment threshold for citizenship at USD 400,000 of real estate, with a ban on selling for three years (emlakplatform, March 2026). The property must be bought at that declared value and the application is a separate procedure. Our page Turkish citizenship by investment covers it, and the foreign-exchange and valuation rules are the places where deals most often break. If you are close to the threshold, the price of the second flat can pay for itself only if the rules stay unchanged.

Tax residence: what a purchase changes and what it does not

Turkey treats you as a tax resident if you have a permanent home there or stay more than 183 days in a calendar year. Consultancy pages add an exception for foreigners who stay temporarily for study, treatment or tourism; one source says holders of a tourist-type permit are not residents whatever the length of stay. This is not official guidance, so confirm your case with a Turkish tax adviser.

  • A non-resident is taxed only on Turkish-source income, including rent from a flat.
  • A resident declares income from all over the world and uses double-tax treaties to avoid paying twice.
  • Owning a flat does not make you a resident, but living in it for more than half a year does.

If you also remain a tax resident in another country, check the treaty between the two countries and the tax rules of your home state, including the obligation to report foreign accounts and property.

The new 20-year exemption of foreign income

On 21 May 2026 the Turkish parliament passed, and on 4 June 2026 the Official Gazette published (Law 7582), a regime in Article 20/D of the Income Tax Law. As reported by imidaily, revera.legal, uglobal and KPMG Turkey:

  • It covers individuals who become tax resident in Turkey on or after 1 January 2026 and had no domicile or tax liability in Turkey in the previous three calendar years.
  • It exempts foreign-source income from Turkish income tax for 20 years.
  • A reduced inheritance and gift tax rate of 1% is part of the package.
  • Turkish-source income, including rent on Turkish property and Turkish gains, remains taxable under the ordinary rules.

Exact conditions and carve-outs differ in sources, so read the official text before planning around it. It matters for Russian speakers who work remotely or live from savings abroad and plan to move their tax residence to Turkey; it does not remove the tax on income from the flat itself.

Taxes on rent and on sale

  • Rent. For residents, rent is income under the progressive scale (15% to 40% in one 2026 source), with a small allowance for the first part of rent (TRY 9,500 for 2026 in one blog) unless you claim real costs. Non-residents are taxed on rent as Turkish-source income. We did not find the 2026 filing deadline and the withholding rules for non-residents: ask the accountant.
  • Sale. A gain on property is taxed under special rules and exemptions linked to the holding period: see Turkey capital gains tax on sale.
  • Title-deed tax of 4% at purchase, and an annual property tax and DASK insurance while you hold it.

Step by step: from purchase to residence

1. Check that the price you want to declare reaches the threshold you aim at and that the district is open for residence permits. 2. Buy through the process in the first article of this series, with the valuation report. 3. Get the tax number, a Turkish address registration and health insurance. 4. Submit the residence permit application with the title deed, the valuation report, the passport and photos. 5. Prepare for biometrics and the decision; a permit of up to two years can then be renewed. 6. Decide on tax residence before the end of the year: count days and decide which country you want to be resident in. 7. Keep the whole file: deed, receipts, insurance, tax returns.

Where Russian speakers settle and which services exist

By press and portal reports, the Russian-speaking communities concentrate on the Mediterranean coast around Antalya and Alanya, in Mersin and in Istanbul. Services in Russian are easy to find there: lawyers, translators, agents, schools, clinics, shops. A list of services for the Russian-speaking diaspora by country is in Russian-speaking communities and services by country. For pensioners, retiring in Turkey covers health care and pensions. For a mortgage, see mortgage for foreigners in Turkey.

Mistakes to avoid

  • Buying for a permit without checking that the district is open.
  • Declaring a lower price in the deed and then failing the threshold.
  • Confusing a short-term permit with tax residence or with the right to work.
  • Counting on the 20-year exemption without checking whether your history in Turkey allows it.
  • Not keeping the originals and the translations of every document.
  • Assuming the rules cannot change: thresholds and districts have changed before.

Three typical scenarios

A remote worker or someone who lives on savings abroad and wants Turkish tax residence. The attraction is the 20-year exemption of foreign income. Check three things before buying: that you were not a Turkish tax resident in the previous three years, that you will really be resident (a home or more than 183 days), and what your current country says about leaving its tax residence. The flat is a means, not the key.

An owner who wants a seasonal home with some rent. Rent from a Turkish flat is Turkish-source income and stays taxable under the ordinary rules even with the 20-year regime. Check whether short-term letting is allowed in the building and the licence, and do not count on a high yield: see short-term rental rules.

A family aiming at citizenship. The target is USD 400,000 of declared value with a three-year ban on selling, so the budget, the bank transfer of the funds and the valuation report must fit the programme from the start. Read the citizenship page and plan the legal fees, because the mistakes here are costly.

The first twelve months in order

  • Month 0 to 1: choose the district (is it open for permits), the budget and the transfer route.
  • Month 1 to 3: reserve the flat in writing, order the valuation, get the tax number, buy and register through the tapu.
  • Month 3 to 4: register the address, take out health insurance, submit the residence application.
  • Month 4 to 6: biometrics and decision; keep the receipts and the passport copies.
  • By the end of the first year: decide the tax residence, file the first return if you let the flat, renew DASK.

What can change before you act

The rules in this article are from search summaries and commercial guides, dated October 2026. Three things have changed in the past years and can change again: the threshold amounts (set in dollars while prices are in lira), the list of districts closed to permits, and the tax rules for new residents (the 20-year regime is only a few months old). Ask the lawyer to confirm the current figures in writing on the day you pay the deposit.

FAQ

How much must a flat cost for a residence permit in Turkey? Commercial sources for 2026 give about USD 200,000 of declared value for a short-term permit of up to two years. We found no official page, so confirm the amount with the migration office before buying.
