The investor and Golden visas, the remote-work visa, the difference between a visa and tax residence, taxes on rent and sale, and where Russian speakers actually settle.
In brief
As of 31 October 2026, a property in Dubai can open two residence routes: a two-year investor visa for ready property with a registered title (the AED 750,000 minimum for a sole owner was reported removed in April 2026) and the ten-year Golden Visa from property valued at AED 2 million on the title deed. It does not by itself give citizenship, a tax-residence certificate or the right to work. The remote-work visa is a separate route that does not depend on owning anything. Visa residence and tax residence are two different things.
What a purchase gives and what it does not
- It gives: a title deed, the right to rent the property out within the rules, and eligibility to apply for an investor or Golden Visa if the property meets the value and status criteria.
- It does not give: automatic residence. You apply, with a medical test, insurance and a biometrics step, and the property must meet the criteria on the day of the application.
- It does not give: UAE tax residence. That depends on days spent in the country and other ties, not on the visa.
- It does not give: the right to work for a local employer. A work permit is a separate process.
- It does not give: citizenship. Naturalisation in the UAE is a different, selective procedure and not a product of a property purchase.
The three visa routes
Two-year investor visa. Law-firm and press notes report that the DLD published new criteria on 29 April 2026: the AED 750,000 minimum for a sole owner was removed, the route applies to ready property with a registered title only, off-plan does not qualify, and joint owners need AED 400,000 each. Treat this as reported by secondary sources and confirm the current criteria with the DLD or ICP before relying on it.
Ten-year Golden Visa. The threshold remains AED 2 million, measured on the value shown on the title deed; the 4% DLD fee does not count towards it. A mortgaged property is generally reported to qualify once the value is met. For off-plan property the sources contradict each other, so treat it as unconfirmed and ask the DLD in writing. The visa can cover a spouse and children, and sponsorship of parents is a separate process with its own fee. Details are in our Dubai Golden Visa guide.
Remote-work visa (Virtual Working Programme). For people employed by or serving companies outside the UAE; it does not depend on owning property. The income threshold is reported inconsistently: older guides say USD 3,500 a month, newer ones USD 5,000, others lower figures. One consultancy reports that from 27 January 2026 six months of bank statements are asked instead of three. The visa is for one year, renewable, with mandatory health insurance, and the first-year cost ranges from a few hundred dollars to several thousand, depending on what is counted. Check the figures with ICP or GDRFA. More in the Dubai digital nomad visa guide and, in Russian, the practical note on permits for investors.
Visa residence is not tax residence
A visa lets you live in the UAE. Tax residence is decided separately. Law-firm notes describe the UAE test as 183 days or more in a 12-month period, or 90 days or more combined with legal and economic ties. A tax residency certificate is valid for 12 months and is issued on application; the certificate used for treaty purposes generally relies on the 183-day test, according to one consultancy, which we have not verified with the Federal Tax Authority.
Your home country has its own test. Russia, for example, treats a person as a tax resident after at least 183 days in any 12 consecutive months. If both tests apply, a double tax treaty decides. One source reports a new UAE-Russia treaty in force from 1 January 2026; we found no second source, so do not rely on it until you read the treaty text. The practical advice is the same for every nationality: count your days, keep proof of where you were, and ask a tax adviser in both countries before you change your status.
Taxes on rent and on sale
The UAE has no general personal income tax, so rent from a Dubai flat is not taxed at personal level in the UAE. That does not make it tax-free for you: your country of tax residence may tax worldwide income, and a treaty or a foreign tax credit may or may not apply. The reporting duty for foreign assets and accounts is also a matter of your home law.
On sale, the UAE has no capital gains tax for individuals, but you pay the transfer fee when you buy and there are costs when you sell; see capital gains and costs on a Dubai sale. Again, your home country may tax the gain.
Short-term rental needs a separate permit in Dubai; the rules are in Dubai short-term rental rules.
From purchase to residence, step by step
1. Decide what you want: a visa for living there, for travel, or only an investment. The answer decides which property and which visa to target. 2. Check the value and status: ready or off-plan, title deed value, joint or sole ownership. 3. Buy through the process in our guide for Russian, Belarusian, Kazakh and Ukrainian citizens; the account and the source of funds come first. 4. Get the title deed and, if needed, a valuation of the property. 5. Apply for the investor or Golden Visa through the official channel, pass the medical test and biometrics, and arrange health insurance. 6. Receive the Emirates ID and set up household basics: a lease or the owned address, utilities, a local SIM. 7. Track your days of presence; decide with a tax adviser whether you want UAE tax residence and how it fits with your home country. 8. Review the investment once a year: service charges, occupancy and yield; see yield by district.
Where Russian speakers actually settle
We found no reliable data on the share of Russian speakers by district, and we do not invent one. What brokers and residents consistently describe are the types of place:
- Marina and JLT: walkable, many apartments, a long-established rental market, popular with people who want a ready lifestyle and do not need a car every day.
- Downtown and Business Bay: central, more expensive per square foot, aimed at investors and professionals.
- JVC and Arjan: cheaper, newer, family-oriented, more car-dependent, with large new supply.
- Al Barsha, Sports City and other mid-market areas: more space for the money, further from the coast.
- Sharjah and Ras Al Khaimah: lower prices, used by buyers who accept a commute or a resort-style market.
Russian-language services exist in most expat areas: agents, lawyers, clinics and schools. The licence matters more than the language: check the broker's RERA card, the law firm's licence and the school's regulator rating. For a general comparison across countries see Russian-speaking communities and services by country, and for districts see Dubai best areas to buy.
Common mistakes
- Buying off-plan and expecting an investor visa that requires a ready property with a title.
- Counting the 4% fee or the furniture towards the AED 2 million.
- Assuming a visa means UAE tax residence, or that UAE residence cancels the duty to file at home.
- Spending the year outside the UAE and then being surprised that a residence permit can lapse after a long absence; check the current rule with ICP.
- Using a remote-work visa for a job with a UAE company.
- Forgetting the service charge and the yearly cost of the visa, insurance and renewals.
FAQ
Does buying a flat in Dubai give residence? It makes you eligible to apply: for a two-year investor visa (ready property with a registered title; the AED 750,000 floor for a sole owner was reported removed in April 2026) or a ten-year Golden Visa (AED 2 million on the title deed). The visa is a separate application.
Does a mortgaged flat count for the Golden Visa? Sources generally say yes once the title-deed value reaches AED 2 million, but confirm this with the DLD for your bank and your contract.
Does off-plan property qualify? For the two-year investor visa, no, according to the reported criteria. For the Golden Visa the sources contradict each other, so treat it as unconfirmed.
Do I become a UAE tax resident automatically? No. Tax residence depends on days spent and ties, not on the visa. Your home country also keeps its own test.
Is the remote-work visa a better choice than buying? They solve different problems. The remote-work visa is a one-year residence for people who work for companies outside the UAE; a purchase is an asset with its own costs and risks. Compare them using your plans for the next three years.
