Why Thessaloniki, Halkidiki, Pelion and Thessaly cost less than Athens and the islands, what student rental demand looks like, and where regional permits and border-zone rules apply.
Northern Greece is where many buyers find lower prices than in Athens or on the Cyclades. Thessaloniki is the country's second city, a university and port city with its own long-term rental market. Around it sit the Halkidiki peninsula, the Pelion mountains and sea coast, and the plains of Thessaly. This guide explains what each part offers, why prices are lower, and which rules to check. Prices are asking prices from portals and agents as of October 2026 and are indicative.
Thessaloniki: prices and districts
Our price guide quotes about EUR 1,800-3,000 per m2 for Thessaloniki, against EUR 2,500-4,500 for central Athens. Student districts such as Toumba, Rotonda and Ano Poli were reported at about EUR 1,800-2,500 per m2. The Bank of Greece reported Thessaloniki apartment prices up about 4.7% in the year to the second quarter of 2026 (provisional), slightly below Athens at about 5.0%. Yields are reported as higher than the Greek average in some districts: a Thessaloniki one-bedroom in the Voulgari-Ntepo-Martiou area was reported near 6% gross and a three-bedroom in Toumba near 3.2% (Global Property Guide figures, via a summary). Net returns are lower after taxes and costs. See rental yield and investment in Greece.
Student and long-term rental
Aristotle University and the University of Macedonia keep demand for small flats steady. A survey reported by To Vima found that 62% of first-year Aristotle University students come from outside the city. One-bedroom flats of 34-40 m2 near the universities were reported at about EUR 500-650 per month, and cheaper districts at EUR 350 for studios and EUR 500-550 for one-bedrooms. These are asking rents, and demand peaks in late summer. A student-oriented flat needs a good location, a working heating system and a clean contract; vacancy outside the academic year is a real risk.
Short-term rental rules
New registrations in the short-term rental registry (AMA) were suspended in the 1st municipal district of Thessaloniki from 1 July to 31 December 2026, and an extension to the end of 2027 has been announced but, as far as we found, not enacted. Some reports add Halkidiki as a restricted area, which we could not confirm. In restricted zones the AMA is reported to be tied to the current owner and deleted on a sale or inheritance. If you plan to let short term, check the registry status first, and read short-term rental rules in Greece.
Halkidiki, Pelion and Thessaly
Halkidiki, a short drive from Thessaloniki, is a beach-resort peninsula with villas and holiday complexes; the season is short and intense. Pelion combines mountain villages with beaches and attracts buyers who want a quieter second home. Thessaly (Larissa, Volos, Trikala) is an agricultural and university region with a local-demand market. We could not find reliable per-m2 figures for these three areas, so we do not quote any: compare recent sales for the exact village. Older stone houses in villages can be cheap, but check title, planning status and heating costs (see abandoned stone houses).
Why it costs less than Athens and the islands
The reasons are structural. The north has no Cyclades-style global tourist demand, the capital draws most investment and golden-visa buyers, and local incomes are lower. Thessaloniki is included in the EUR 800,000 golden-visa zone (see Greece golden visa), whereas much of Thessaly and Pelion falls under the lower EUR 400,000 threshold, as reported by law-firm sites (no official page opened; confirm with a Greek lawyer). Lower price does not mean no risk: liquidity can be thinner in villages and resale may take longer.
Border zones and regional permits
Greece restricts non-EU/EEA buyers in border areas through a Ministry of Defence permit. As reported by agent and law-firm summaries, the list under Law 1892/1990 includes mainland regions in the north such as Evros, Xanthi, Rodopi, Kilkis, Kastoria, Florina, Thesprotia and Preveza, and parts of Drama, Ioannina, Pella and Serres. Thessaloniki city, Pelion and most of Thessaly are not on that reported list, but we could not verify parcel-level maps and we did not confirm what applies to Halkidiki. Timelines are quoted at 4-8 weeks up to several months. Ask a lawyer to check your plot and make the permit a condition of the preliminary contract.
Costs and taxes
Buying costs are roughly 7-12% on top of the price, including transfer tax of around 3.09%. For non-EU buyers without long-term residency, a 15% transfer tax from July 2027 has been announced, but we found no enacted law. Owners pay the annual ENFIA property tax, and rental income is taxed on a progressive scale reported as 15-45%. Check the current rules with the tax authority (aade.gr) or a Greek accountant.
For Russian-speaking buyers
Thessaloniki has a notable Russian-speaking population, and you can find lawyers, accountants and agents who work in Russian, which helps with documents and viewings. The contract and the notary act are still in Greek, so plan for a sworn translation. Typical documents are a passport, a Greek tax number (AFM), a Greek bank account, proof of the source of funds and apostilled papers for a purchase by proxy. Banks and notaries run lawful identity and anti-money-laundering checks; prepare the paperwork early. Use an independent lawyer who is not paid by the seller.
